I think that William Carlos Williams meant to bring a moment of joy and simplicity into someone's life. Maybe he was drawing from their recent experience or his own, but it don't think it has some secret meaning. I think the poem was invented for happiness, not to be cross examined looking for some deeper, life altering message.
I think William Carlos Williams means to convey the importance of man coexisting with nature and not controlling it. Our creations & civilizations should harmonize with nature.
I think the meaning of the poems says that even though there are things around us we are still lonely and it's like people just glaze over us not knowing.

I believe W.C.W. Is saying that labor is important and that a machine without a worker (the wheelbarrow) is useless; it just sits gathering dust (or rain, in this case) among the things that aren't bein tended to (the animals/chickens). He's saying that man and nature must coexist to have significance.
